Both of those legendary cookies have the same common besides their damage and role, they also have a great AoE stun ability.
What makes Frost Queen Cookie a debatable better than Sea Fairy Cookie is that she can also freeze the enemies’ CD duration. If Sea Fairy uses water as her element, Frost Queen turns that water into ice.

As a mage that can deal high damage and debuff, those two toppings are Frost Queen’s best in slot toppings build.
Deciding what suited her better is kinda hard because even though she is already very strong in the beginning, both of them are actually equal.

Why Swift Chocolate is Better?
Like I said before, Frost Queen has the ability to freeze all of her enemies at the same time. What makes it even deadlier is that she can also freeze their CD.
Using this topping build means that you can amplify those ready debuff more often.
Spamming skills like these is a kinda cheat for some people, especially for your enemies in PvP.
And making your enemies frustrated is of course a good thing for your team. Meaning that you put them in an urgent situation, 1 step closer to their loss.
Why Searing Raspberry is Better?
I already wrote so much about her stun ability, but don’t forget that Frost Queen is also a capable mage if we talk about her damage.
She can also deal double damage like Sea Fairy Cookie can do. And yes both of them are comparable.
Focusing on damage topping build on cookies like this is also a good thing. Especially if your team lacks a burst damage unit. Placing her as the main damage dealer can be your choice.

What Do I Choose?
Since both of them can do a pretty job for Frost Queen Cookie, deciding what’s better is a little bit hard.
But for me, Swift Chocolate topping build is actually better.
Her freeze, even though is kinda same as stun ability, is actually different. The proof is because Cocoa Cookie can’t counter her freeze.
When there’s no meaningful counter, this skill will go crazy freezing any other cookies in the battlefield. And with this build, you will take that craziness to the next level.
How to Get?
Just like any ancient cookies, the rate to get Frost Queen Cookie is very hard with only a 0,054% chance. Collecting her soulstone, especially when there are no featured banners is making more sense.
